Power cuts back power outages again. How did they manage for 3 weeks then start again. What has changed bar hugely inflated prices

Had one in Çatalköy for an hour yesterday 11Am'ish, but did see them working on a box on a pole- well, 4 guys sat on a wall watching one guy working!
