Is the Ledra Palace crossing still only for diplomatic cars?

Last time I was on the island, I saw a bunch of vehicles, which didnt seem to be diplomatic ones, crossing the border at Ledra Palace.

All info Ive found, however, suggests it's only open to diplomatic vehicles.

Has this changed, or are there simply that many diplomatic vehicles crossing?
