Changing registration of phone?

Hi all
Can anyone enlighten me on phone registration rules?
Registered my phone in October with the inconvenience of having to take time off work to go into Lefkosa, etc.
Now said phone on the blink and having considered fixing, which no one here can do because it's not either an iPhone or Samsung, ( neither of which I can afford to buy new, and don't want to) I'm considering buying another phone from abroad. My query is to whether I can actually do this?
Seem to have read somewhere that you can only register one phone every two years, although now can't find the reference to it.
Anyone have any experience of this?
