Personal Hotspot/Tethering

The plan was to, like before, stick a Telsim card in and set the phone up as a hotspot for the wife and laptop to tether to for internet.

Card is in and the devices will connect but no internet.

Info is sparse out there but it appears that Vodafone have blocked tethering.

Does anyone know is this is true and if so does Turkcell allow it instead?
