Why don't you just buy a sim card and put it in your current phone?
Sim cards from Turkcell can be bought at Lemar or Starling supermarkets cost options between 20-60TL. I get mine from Lemar at Karakum, the guy there is always helpful. Turkcell have a tourist package but I cannot remember the details.
A cheap phone is about 50TL. My SIL got a basic Nokia for that last week.
