Renting out a room

My friend is thinking of renting out a room in his home. He went to the tax office and enquired about the procedure to pay rental tax. He was told he can’t pay tax on one room he had to pay tax on what the whole apartment would cost if he rented it out. He was then told that rent for his three bed apartment was £400 in his area and that’s what he has to pay tax on. Has anyone had to deal with this situation? If someone wants to rent out a room or the whole place surely the owner / landlord can charge a little or as much as they like ? How can the tax office say what he should charge ?

They can and do that way the gov get more money.
