Exchange land in the "South"

So having a business conversation in the uk on the phone it emerged that the he had bought a property in Ayia Napa many years ago
Usual story developer goes bust no deeds but he is told that the land is Turkish exchange land by his solicitor thats why no deeds
I thought that the south had the property guardian
Whats the truth ?
not a political question just interested

If it's Turkish Cypriot owned land (no such thing as exchange land) then it should not have been sold in the first place, that's why there are no title deeds and I'm afraid your friend may have been scammed. The Guardian of TC properties is supposed to safeguard all TC land until there is a settlement. Land can and has been used by Govt. (e.g. Larnaca airport) if an alternative can't be found and I believe some has ended up in the private sector, but these are supposed to be rare exceptions.

The above statement is my understanding of the situation, but I stand to be corrected by anyone who may know better!
