Renewing residency, do I need a new Muhtars letter too?

I need to renew my residency shortly. Does anyone know if I need to get a new Muhtars letter each time I renew my residency or will the original letter from last September suffice, as I have not moved from that address? appreciate any help with this.

I have had to have a new one each year for the past 8 years

Why do you need a letter every year?
It sounds like an ex pat funded pension scheme to me.
Why would a bank statement or utility bill not suffice as proof of address?
I have never met the Muhtah,but every year I hand over 10tl for a photocopied letter signed by the Muhtah which I assume says I live here.
Totally unnecessary I think.
