i have one of the fans. far smaller (12 in blade diameter at most..prob 10) and very plasticy.

You can make one out of a 12v car trickle charger solar panel (circa £12 quid) and a computer fan (£1 quid).
Works very well.

and we have some small 12 V solar panels, eg, 30 Wp for 35 GBP.
