BBC have put a bit more flesh on the article in the lunch time news apparently our hard-working governments have just noticed we aren't reclaiming enough off the EU members for all their people who are accessing our services

So now at the start of treatment doctors /the admin people will ask for passports are you English this does not apply to the rest of the UK .Utility bill and how long you have been out of the UK
If they don't central admin will reduce the money they receive for doing the work
In other words a penalty for not collecting the information
