Swimming pool tile repair

I have a slight leak in my pool which can be sorted out easily enough.Ive got a few(possibly 10) blown tiles which are the top layer of tiles.
I had a quote from a swimming pool company here for work that isn’t far off building a new pool and includes quite a bit of work that just doesn’t need doing for instance removing all the perfectly good tiles along with the 10 that need sorting.Can anyone recommend someone who can remove and replace these tiles and if necessary lay a layer of waterproof concrete underneath them.The tiles are not where the leak is coming from but I’d like to get them done.
I was quoted “worst possible scenario” but then of course nothing less is being given as a price option so worst possible scenario price it is then!Thanks.
