Poultry companies selling rotting poultry?

Good day everyone,
I just wanted to complain somewhere or find a solution to an issue I have been facing about poultry packs I have been buying from the market lately.
I am sure not every company that sells poultry (mainly chicken) has this issue, but this one company has been adding rotting chicken wings to their chicken packs and I’m not sure if that is legal.
I wonder if there is a board for poultry regulation that deals with issues like this, so I can report them.
