Dumping rubbish

I am looking for information, recently we discovered that building rubble had been dumped blind side of our property, a witness describe that a maroon transit van with side doors ,was what he thought was, that the driver was collecting vegetation,herbs etc, and was not aware the building rubble was being dumped,any information on the whereabouts of this transit van would be appreciated. have you had work carried out on your property recently.
