Electric consumption.

My neighbour is getting ridiculous bills for electric for his empty house, the only thing that is running is the pool pump.
Is there anyone able to diagnose where the electric is being used ?

Check the pool pump timer. Also is the house water pump on? If there is a water leak anywhere this will cause the house water pump to run. Also check if the hot water immersion heater has been left on.

Switch all the pumps off and observe that the meter no-longer registers usage... if it still does go through house isolating appliances one at a time until meter stops... if it never stops maybe someone has tapped their power...

The usage numbers rack-up on the meter... The reading can be seen by pressing the button... Obviously it's not as easy as it was when you could observe the spinning disk jobby but the new meters do allow you to observe the changes.. Don't you check your own from time to time?
