What is the average fine? We have friends who won't be back until Mid September and their tax has run out. Wondering if we should pay it for them.

It looks as though you can, I just accessed the website using a UK IP address and it allowed me in (unlike the Residency website).

You will need the log book - or the details that are listed on it - because it asks for the exact date of initial registration of the vehicle and the number of the passport that was current on that date, as well as the vehicle registration number.
