Excellent, what is the bet that the RoC will simply fall back on decades old ideas that stop any progress whatsoever? It is always the same, no matter what is proposed, the RoC backed by the EU's initial error in allowing them to enter as an EU country and the stubbornness of the UN in failing to see both sides of the problem will say the blame lies with the TRNC in all areas.

Is the proposal of benefit to expats or indeed the TRNC generally.

Most of North Cyprus will reap benefit from a convergence of populations and the co operation that will bring
The proposal to look closely at irregular migration suggests a higher level of restrictions to persons wishing to make Cyprus their home.
Will the whole island ascend to full EU membership if a level of reunification comes forth.? Yes almost certainly. hooray !!
I think the UK will be rather worried over the security of military bases as a unified Cyprus could become rather nationalistic and resent UK occupation of any sort.
Certainly the proposals on hydrocarbons, energy and water make perfect sense. Will this mean that Turkish subsidy payments will tail off? Many will not welcome that at all. The North of Cyprus is certainly not accustomed to world economics and competing for work and trade. They will rise to the challenges for sure. Being part of the European single market will immediately open doors for the region and trade will flourish
However,
The ROC will almost certainly insist upon an exit of turkish troops from the Island. I cant see that happening and that will likely stop the proposal in its tracks. Turkey should however be weary of the attractiveness and advantage to the majority of islanders of the proposal.
