The land from Diiva to the foothills of the Esentepe

Hi. Any one know why they are digging along up the land from a Diiva to the bottom of Esentepe hill.

According to photos it's going to be part of the development of the above complex and have resturants & shops ? But that coukd just be advertising rubbish?
