Ins and Outs

Is it possible to get ins and outs on behalf of someone else if I have their passport number or do I have to show the actual passport? Also can anyone tell me the value of the stamps required please.

Yesterday, in my presence, a guy from Nigeria was denied an in out certificate. He had a copy of his passport.
Stamps cost 21.5TL
