According to the above they can travel on national ID but given how things vary, I wouldn’t want to take it as gospel.
They can definitely use national ID for Turkiye and don’t need a visa.

ChatGPT
Can I visit TRNC with my ID?
The Turkish Republic of Northern Cyprus (TRNC) is a self-declared state recognized only by Turkey. The international community generally considers it to be part of the Republic of Cyprus. As a result, the entry requirements for TRNC may differ from those of the Republic of Cyprus.
If you are referring to entering the northern part of Cyprus, which is controlled by the TRNC, it is generally possible to visit with a valid ID or passport. However, it's important to note that the TRNC is not internationally recognized, and traveling to this region may have implications for future travel plans, especially if you plan to visit the Republic of Cyprus or other countries that recognize the Republic of Cyprus as the legitimate authority for the entire island.
To ensure accurate and up-to-date information, it is recommended to consult with the relevant authorities or the nearest Turkish embassy or consulate before planning your trip to the TRNC. They can provide you with the most current and specific entry requirements based on your nationality and other factors.
