Not sure what the last post meant? People offering freelance work have to take care of their own work permit if they decide to get one.
I only know this as I work and have to renew my work every two years even though I am nearly 70. The age thing does not matter, if you take money for a service, you pay.
However, many folk go below the radar, it is up to them.

My understanding of the TRNC employment law is, if you are an expat and work here, you are required to have a work permit for the establishment where you are employed at. Hence my enquiry.

I am led to believe that there is no such thing as 'Self employed ' status or 'Freelance' status unless you have a Kimlik card.
Foreigners who wish to work must be employed by a Company - of course, you can set up your own Company, but it is a very expensive thing to do, you would need to be in a very lucrative business to go down that road!
Kimlik holders, of course, are allowed to work and trusted to pay their own Sigorta and taxes...
