Dried While Red Chilli

Haven't noticed any whole dried chilli, just the crushed, in grinder spice mill.

Personally just buy fresh and pop them straight into the freezer, and use as required. If they are very small, they can be chopped up straight from the freezer. Large fatter ones can be chopped up after a couple of mins.

Buy red chillies when in season , thread onto string and hang to dry in outside shady area as the sun will bleach out the colour.
