From 4 October, people who are fully vaccinated will not need a pre-departure test before arrival into England from a non-red list country, says the transport secretary.
And from later in October, those people will be able to replace the day two PCR test with a cheaper lateral flow test.
Grant Shapps also announces that eight countries and territories will come off the red list from 04:00 BST on 22 September - they include Turkey, Pakistan and the Maldives.

what you say is correct. However when it comes to being ‘vaccinated overseas’ - and travelling to the UK a traveller will need a PCR test prior to departure.
They will Also need to fill in passenger locator form and purchase a day 2 and day 8 PCR test. There are a number of countries who are on a list where this doesn’t apply. Europe, USA, and 17 other countries, Turkey is not on that list. What happens when travelling via the south I am a little confused because although Europe is on this list - Travelling from the south required the documentation stated up until a couple of weeks ago. So anyone travelling still needs to check very very carefully if vaccinated overseas.
