Hi,
I'm doing some touch up painting on my apartment and wondering what kind of undercoat Paint they use? As I'm on a site I've got the top coat colour. In some spots I'm down to the concrete so clearly need to use something. I'm east side so have a few yapis I can visit. Any help would be gratefully appreciated.

If its just paint and not plaster/render. Normally we would apply a coat of unibond type product, Its called Insulation here. Watered down about 3 to 1 , let that dry then apply a coat of your top coat as an undercoat. It works fine.

As Johnny says, it's not actually undercoat they use - it's pva glue....watered down for the first coat on raw bare concrete to seal it before painting.
It should have been done when your block was first painted so up to you if you wish to re do it....or just start painting with your colour paint, it's what I would do.
